Packing for Dubai is exciting until you reach the box you are not sure about: the medicine cabinet, the spice shelf, a favourite snack from home, or a gadget bought online. Dubai Customs is efficient, but shipments and luggage are screened, and restricted or prohibited items can be seized, delayed or lead to serious trouble. This guide explains commonly restricted categories in general terms so you can pack safely β it is not a definitive legal list, so always check the official list before you ship.
Start With the Official Sources
Rules change, and what was allowed for a friend two years ago may not be allowed now. Before you seal any box, check Dubai Customs at dubaicustoms.gov.ae for guidance on restricted and prohibited goods, and check the UAE Government Portal for traveller customs information. If you use a shipping company, send them your packing list in advance and ask them to flag anything that needs a permit or should not travel.
Be especially careful with items bought online from another country. Something sold freely as a supplement, vape product, toy or cosmetic elsewhere may be controlled in the UAE. If you cannot find a clear answer from an official source, leave it behind β do not hide it in a box and hope it is missed.
Medicines: The Category to Handle Most Carefully
Personal medicines need the most thought. Many ordinary medicines are fine in reasonable personal quantities in original pharmacy packaging, ideally with a copy of your prescription. Controlled medicines β which can include some strong painkillers, anxiety and sleep medicines, ADHD treatments and other prescription-only products β are subject to stricter controls in the UAE.
For controlled medicines, the UAE health authorities provide an approval route for travellers and residents to seek prior permission, typically through the Ministry of Health and Prevention’s electronic services. The process, the list of controlled substances and quantity limits can change, so start early, apply through the official channel, and wait for approval before you travel or ship. Never post controlled medicines in an ordinary freight box without advice from your shipper and the relevant authority.
- Keep medicines in original, labelled packaging
- Carry a copy of your prescription and a doctor’s letter
- Check whether your medicine is classed as controlled in the UAE
- Apply for prior approval where required, and carry the approval with you
- Bring only a reasonable personal supply, not stock for others
Food, Plants and Animal Products
Small amounts of sealed, commercially packaged dry food for personal use are commonly carried by travellers, but fresh and perishable foods are different. Meat, dairy, fruit, vegetables, seeds and plants can be restricted for health and biosecurity reasons, and home-cooked meals, pickles in unlabelled jars and raw products are likely to be questioned or confiscated and can spoil or leak in transit.
For freight, many movers advise against shipping food at all: a long sea voyage, heat and a customs delay can ruin a whole box. Alcohol is subject to strict licensing and import rules in Dubai and should never be placed in a personal freight shipment without explicit, specialised advice. Pork and other regulated products should be checked against official guidance rather than assumed to be fine because they are sold in licensed shops in Dubai.
Other Commonly Restricted Categories
Beyond food and medicines, newcomers are often caught out by everyday items. E-cigarettes and related products, certain supplements and herbal products, poppy seeds and some baking ingredients, satellite and radio equipment, drones, strong laser pointers, and material that breaches UAE law can all be restricted or prohibited depending on the item and use. Drones in particular require registration and approvals through the relevant aviation authorities and should not be shipped casually.
Cash above the declaration threshold, valuable jewellery and large amounts of electronics may need declaration even if they are not prohibited. Weapons, replica weapons, fireworks and any narcotics are prohibited and carry severe penalties β there is no safe personal-use exception to assume.
The safest rule is simple: if you are unsure, check dubaicustoms.gov.ae, ask your shipper in writing, and leave the item out until you have a clear answer. Dubai has excellent pharmacies and shops, so almost anything you leave behind can be replaced legally after you arrive β without risking your shipment.
