How to Research Licensing Requirements in the UAE

By DXB TALK ·

Starting or expanding a business in the UAE begins with understanding licensing. The right licence depends on what you do, where you operate and how your business is structured — and getting it wrong can mean delays, fines or having to restructure later. Careful research at the start saves all of that.

Understand the basic choices

The first question is usually where and how to set up. Broadly, businesses choose between operating on the mainland, within a free zone, or offshore, and each route has different rules, costs and permitted activities. Your business activity — trading, services, manufacturing, consultancy — determines which licences are available to you.

Within each route, licences are activity-specific. A business that does several different things may need more than one activity listed, and some activities require additional approvals from relevant authorities.

How to research properly

  • Start with official government and free zone portals, which publish current licence types and requirements.
  • List your exact business activities before asking about licences — vague descriptions lead to wrong answers.
  • Compare total costs, not just licence fees: office requirements, visas, renewals and approvals all add up.
  • Check renewal terms and what happens if your activities change later.
  • Speak to a licensed business setup adviser for complex cases, but verify their advice against official sources.

Avoid common mistakes

Do not rely on a friend's setup as a template — rules that applied to their activity or zone may not apply to yours. Do not pay large sums before understanding exactly what licence you are getting. And do not assume that rules you read last year still apply today.

Licensing rules and fees change, so always verify with official sources before deciding or paying anything. A few hours of careful research at the start is the cheapest investment any new business can make.
