How to Register for VAT as a Small Business: Step-by-Step With Costs and Documents

VAT registration for UAE small businesses, step by step: thresholds, documents for EmaraTax, getting your TRN, the real costs and late-registration risks.

Registering for VAT in the UAE is a free online process on the Federal Tax Authority’s EmaraTax portal, and for a small business that has crossed the mandatory threshold it typically takes a few days from submission to receiving your Tax Registration Number (TRN). The work is less about the form itself and more about having clean documents and accurate figures ready before you start. This guide takes you through the steps, the thresholds and the costs of getting it right — and of getting it late.

Step 1: Confirm Whether You Must Register

Registration is mandatory when the total value of your taxable supplies and imports exceeded AED 375,000 over the past 12 months, or you expect it to exceed that in the next 30 days. Voluntary registration opens at AED 187,500 and suits businesses that want to reclaim input VAT or look established with corporate clients. Both figures are the long-standing official thresholds, but rules do evolve, so confirm the current thresholds on the FTA website (tax.gov.ae) before acting. Registering late carries penalties even if you owe little VAT, so the moment your rolling 12-month turnover approaches the threshold, start the process.

Step 2: Gather Your Documents

  • Trade licence copy
  • Passport and Emirates ID copies of the owner or authorised signatory
  • Memorandum of association or company formation documents where applicable
  • Proof of business address (tenancy contract or Ejari for the office)
  • Customs code details if you import goods
  • Bank account details for the business
  • Turnover figures: audited or management accounts, invoices or bank statements supporting your declared supplies

The authorised signatory must be a person legally able to act for the company, and the EmaraTax account is usually created in their name. Freelancers on a permit register as a sole establishment using their permit documents.

Step 3: Create Your EmaraTax Account and Apply

  1. Go to the EmaraTax portal and register for an account with the business email address.
  2. Verify the account and log in, then choose VAT registration and start a new application.
  3. Enter the business details exactly as they appear on the trade licence — name mismatches between the licence and the form are the most common cause of queries.
  4. Declare your turnover figures for the relevant periods and upload supporting documents.
  5. Select your expected filing details and review everything before submitting; figures you enter here set the FTA’s expectations for your first returns.
  6. Submit and note the application reference. The FTA may come back with questions through the portal, so check in daily.

Step 4: Approval and Your TRN

Straightforward applications are often approved within a few working days, though complex cases or follow-up questions extend that. Your TRN appears in the portal and on your VAT certificate, which you download and keep with your licence. From your effective registration date you must charge 5% VAT on taxable supplies, show the TRN on tax invoices, and file returns — usually quarterly — even for periods with no sales. The effective date can be backdated to when you crossed the threshold, which is why early registration matters: VAT on sales made between crossing and registering is still due.

Costs Involved

The FTA charges no fee to register. Your real costs are around the process: an accountant or tax agent to set up your books typically costs from a few hundred AED a month for a small business, and late-registration penalties are fixed fines that dwarf any advisory fee — as a guide, penalties start in the thousands of AED and grow with repeated filing errors. Treat the numbers here as orientation only and verify current penalty amounts on the official FTA portal. Most small businesses find that a modest bookkeeping setup from day one is the cheapest option they ever buy.

FAQ

Can I register voluntarily below the mandatory threshold?
Yes, once your taxable supplies pass the voluntary threshold (AED 187,500 as a guide — confirm the current figure). It makes sense if your clients are VAT-registered businesses or your input costs carry significant VAT.

How long does approval take?
Clean applications commonly complete within about five working days. Applications with document queries take longer, so upload complete, legible files first time.

What happens after I get my TRN?
You charge VAT from your effective registration date, issue proper tax invoices, keep records for at least five years and file returns by the deadline each period, paying any VAT due through the portal.

Register on time and VAT becomes routine admin rather than a penalty risk. For more small-business setup guides in the UAE, visit DXB Talk and browse our How-To guides.
