Boat Licence and Jet Ski Rules in Dubai: Where Leisure Craft Owners Must Register

By DXB TALK ·

Dubai’s coastline, marinas and creeks make getting out on the water one of the city’s great pleasures, but leisure boating here is properly regulated. Whether you own a fishing boat, a family cruiser or a jet ski, you need the right registration for the craft and the right licence for the person driving it, plus a clear understanding of where you can go. Sorting the paperwork before you launch saves fines and insurance headaches later.

Who Regulates Boating in Dubai

Within Dubai, the Dubai Maritime City Authority (DMCA), now operating under the Dubai Maritime Authority as part of the Ports, Customs and Free Zone Corporation, licenses marine craft and crew in local waters. Federal UAE maritime rules also apply, particularly for registration categories and safety standards, so owners may deal with both levels depending on craft size and type.

Because names and portals have changed in recent years, start with official DMCA and Dubai Maritime channels and confirm the current process before applying. Marinas and dealers can guide you, but licences and registration must come through the official system.

Registering Your Boat or Jet Ski

Leisure craft used in Dubai waters must be registered and licensed, and the craft is typically inspected for safety equipment and seaworthiness as part of the process. When you register or renew, expect to provide:

  • Proof of ownership, such as a purchase invoice or previous registration documents
  • Your Emirates ID and, where relevant, residency documents
  • Technical details of the craft, including hull and engine numbers and specifications
  • Insurance documentation, where required for your category of craft
  • Mooring or marina details, if the craft is kept at a berth in Dubai

Jet skis are marine craft in their own right, not toys. They must be registered, display registration as required, and be used only in permitted areas. Buying used without clean paperwork is a common trap, so verify registration can be transferred before you pay. Fees and inspection requirements vary by size and type, so treat any figure as approximate and confirm the current schedule with the authority.

Getting Your Marine Driving Licence

Just as on the road, you cannot take the helm without a licence. Dubai issues marine driving licences for different categories, from smaller leisure craft and jet skis to larger vessels, with eligibility typically including a minimum age, medical fitness and training and tests through approved institutes.

Training combines theory — navigation rules, local regulations, weather and safety — with practical handling. If you hold a recognised licence from another country, ask whether it can be converted, as arrangements exist for some licences, but do not assume yours qualifies until confirmed. Everyone driving must be covered; lending your boat to an unlicensed friend can put both of you in trouble.

Where You Can Go and the Rules on the Water

Dubai has designated areas for jet skis and water sports, swimming zones marked by buoys that craft must stay out of, and controlled areas around ports, marinas and sensitive infrastructure. Speed limits apply in the Creek, marinas and near beaches, and you must keep a safe distance from swimmers, divers and other vessels at all times.

Safety equipment is not optional. Life jackets for everyone on board, worn by jet ski riders, are a basic requirement, along with fire extinguishers, distress signals and navigation lights depending on category. Check weather and sea state before heading out, tell someone ashore your plan, and carry a charged phone in a waterproof case. Some activities, including jet ski use, may be limited to daylight hours.

Rentals, Visitors and Insurance

If renting, use licensed operators at recognised locations such as Dubai Harbour, Jumeirah beaches and the Marina. Reputable firms check ID, brief you on the permitted area, and supply life jackets. Some rental activities do not require a full marine licence because they run under the operator’s licence in a controlled area, but follow the operator’s conditions exactly.

Owners should keep insurance under review and diarise renewals so nothing lapses in the busy winter season.

Handled properly, licensing is straightforward and keeps crowded waters safer. Confirm the latest categories, fees and steps through the Dubai Maritime Authority, complete your training, register your craft, and enjoy Dubai from the water with peace of mind.
