Amer Centres in Dubai Explained: Which Services Need an In-Person Visit

By DXB TALK ·

Amer centres are the friendly, government-approved front desks for most Dubai immigration paperwork. Run under the General Directorate of Residency and Foreigners Affairs (GDRFA) Dubai, they replaced the old system of queuing inside immigration buildings for routine work. Today you can do a surprising amount from your phone through GDRFA and ICP smart services or UAE PASS, but some transactions still go more smoothly — or can only be finished — with a trained Amer officer in front of you. Knowing which is which saves you an unnecessary trip across town.

What Amer centres actually do

An Amer centre is a private business operating under GDRFA standards, with staff trained and audited on immigration transactions. Centres across Dubai handle entry permits, residence visa issue and renewal, visa cancellation, status change, Emirates ID application typing linked to residency, and family visa files for spouses and children. They type the application correctly, check your documents before submission, collect government fees, and track the application so you are not guessing which department holds your file.

That checking role matters. Amer staff see rejected applications every day for avoidable reasons: a passport expiring too soon, a photo that does not meet the specification, or a sponsor whose salary certificate is out of date. Catching that at the counter is far cheaper than reapplying after a refusal.

Services you can usually complete online

If you have UAE PASS set up and your documents are straightforward, many routine steps no longer need a visit. The GDRFA Dubai website and app, the ICP smart services portal, and the DubaiNow app between them cover a large share of everyday requests.

  • Applying for and renewing many types of entry permit and tourist visa extensions where eligible
  • Residence renewal typing when your medical fitness test and Emirates ID renewal are already in progress
  • Paying immigration fines and checking file status
  • Cancelling a residence visa for a dependant or employee who is leaving the UAE
  • Downloading digital copies of visas and entry permits, which are now issued electronically rather than as a passport sticker

Online fees are broadly similar to in-centre fees, with a small service charge that varies by channel. Treat any total you calculate as approximate and confirm the current amount on screen before you pay, because government fees are revised from time to time.

When an in-person visit helps, or is required

Some files are simply too individual for a web form. Visit an Amer centre when your case involves discretion, an exception, or original documents that need sighting. A status change from tourist entry to residence, for example, often benefits from counter advice because the timing affects overstay fines. First-time family sponsorship, where attested marriage and birth certificates, Ejari and salary evidence must be reviewed together, is another case where an officer can spot gaps immediately.

Also go in person if an online application has been returned with a vague message, if you need to request a fine reduction, if names or dates differ across your documents, or if you are dealing with a newborn’s first residence file. Biometrics for Emirates ID are taken at ICP service centres, not Amer, but Amer staff will direct you to the right appointment. New arrivals without UAE PASS and residents helping elderly parents also tend to find the counter easier than uploading scans under time pressure.

How to get the most from your visit

Bring originals as well as copies: passports, Emirates IDs, attested certificates where family relationship matters, Ejari, labour contract or salary certificate, and recent photographs. Arrive earlier in the day for complex files, and ask for the application reference so you can track it later. Most straightforward transactions are typed the same day, while approval depends on GDRFA or ICP processing, which is typically a few working days for routine cases but can be longer if further checks are needed.

Ask for an itemised receipt separating the government fee from the centre’s service fee. If a centre promises a guaranteed approval or a shortcut around a requirement, treat that as a warning sign and consider another centre.

Amer centres are not a relic of paper-era Dubai; they are a safety net inside a digital system. Use the apps for clean, routine renewals, and use a centre when your file has a story behind it. That balance will get most residents through immigration paperwork with fewer surprises and far less time in queues.
