Moving a Pet Out of Dubai: Export Permits, Vet Certificates and Destination Rules to Start Early

By DXB TALK ·

Leaving Dubai with a pet takes longer than most owners expect. Exporting a dog or cat involves the Ministry of Climate Change and Environment (MOCCAE), your Dubai vet, your airline and, crucially, the rules of your destination country. Some destinations need blood tests taken months before departure, so start the pet file the day you start thinking about leaving. Confirm current requirements on moccae.gov.ae and with your destination’s official authority.

Work Backwards From Your Destination’s Rules

The destination country, not the UAE, usually dictates the longest timelines. Some countries require a rabies antibody titre test with a waiting period of several months after a successful result before entry. Others require specific vaccinations, parasite treatments within a narrow window, or entry only through approved airports. A few still use quarantine for animals from certain countries.

Check whether your pet’s rabies vaccination history is continuous and fully documented. A lapsed vaccine can mean restarting part of the process, including a new waiting period. If your pet was microchipped after an early rabies vaccine, that vaccine may not be recognised. Ask your destination’s official veterinary authority to confirm in writing what applies to a pet travelling from the UAE, because the UAE’s rabies-risk category in their system drives many requirements.

The UAE Export Permit From MOCCAE

Before departure, you will typically need an export permit for your pet through MOCCAE’s online services. To apply, you generally need your pet’s microchip number, up-to-date vaccination records and your travel details. The permit is usually valid for a limited period only, so timing matters: apply too early and it may expire before you fly, apply too late and a system delay becomes a crisis.

Permit and inspection fees are typically charged and amounts can change, so check the current fee on the MOCCAE portal rather than relying on forum figures. Keep digital and printed copies of the approved permit. If you are exporting more than one pet, confirm whether each needs its own permit and certificate — usually they do.

Vet Visits, Health Certificates and Final Checks

Your destination will normally require an official health certificate confirming your pet is fit to travel and free from signs of infectious disease. In the UAE this process typically involves your own vet completing the destination country’s certificate template, followed by endorsement or a health check through the official veterinary service connected to the export process. The certificate is usually only valid for a short window, often a matter of days, so this appointment belongs in the final stretch before flying.

A practical final-weeks checklist looks like this:

  • Scan the microchip and confirm the number matches every document
  • Confirm rabies and routine vaccinations are in date for travel day
  • Book the official health certificate appointment within its validity window
  • Give any required worming or parasite treatment at the specified time
  • Reconfirm the airline booking for your pet and the crate dimensions
  • Carry originals in hand luggage and copies attached to the crate

At that visit, also discuss whether your pet is fit to fly. Older animals, those with heart or breathing issues, and short-nosed breeds face higher risks, and your vet may advise extra precautions.

Flights, Crates and Dubai’s Summer Factor

Most pets leave Dubai as manifested cargo in an IATA-style crate, sized so the animal can stand, turn and lie down naturally, with ventilation, a secure door and water available. Book the pet space early, because airlines limit animals per flight, and reconfirm close to departure. If you use a relocation company, check exactly which parts they handle and which remain your job.

Dubai’s summer adds a real complication. Airlines may restrict animal carriage during extreme heat or allow only certain flights, so a July or August move needs extra flexibility. Early morning or evening departures, where offered, can help.

In the Last Few Days

Keep routines calm, feed a light meal several hours before travel as your vet or airline advises, and exercise your dog gently before crating. Label the crate with your contact details at both ends of the journey. On arrival, expect a document and microchip check, and plan a vet visit for the first couple of weeks.

Exporting a pet rewards early starters. Begin with destination rules, build the MOCCAE permit and certificates around them, and the move can feel organised, not frantic.
