Understanding Your Cooling Bill in a Chiller-Free Building: Why DEWA Still Varies

Chiller-free is one of the most searched phrases in Dubai flat hunting, and one of the most misunderstood. It means the landlord covers the district cooling or central chiller cost, so you do not get a separate bill from a provider such as Empower or Emicool. You still pay DEWA, and that bill can swing dramatically between winter and August. Here is why — and how to control it.

What Chiller-Free Covers, and What It Does Not

In a chiller building, chilled water is produced centrally and metered, producing a separate bill. In a chiller-free building, that cost is absorbed by the landlord and reflected in the rent. What remains is the electricity running the fan coil or split system in your flat, plus everything else you plug in.

The fan and controls still draw DEWA electricity whenever AC runs. In summer it can run almost continuously, so electricity becomes the main driver of your bill even though you never see a line called cooling. Add lighting, cooking, laundry and home-working equipment, and DEWA is still a cooling-influenced bill.

Why DEWA Bills Rise in Summer: Slabs and the Extras

DEWA charges electricity and water on slab tariffs: the more you consume, the more falls into higher-priced slabs. Current rates are published by DEWA and can change, so check DEWA’s tariff page for exact figures. That is why a small increase in AC hours can produce a disproportionate bill increase — you are using more expensive units.

Your DEWA bill also contains items many tenants forget:

  • Housing fee, typically 5% of your annual rent divided monthly, collected for Dubai Municipality through DEWA
  • Water consumption, including any balcony plants or extra laundry in summer
  • Sewerage and other standard charges shown on the bill breakdown
  • VAT and fixed service charges where applicable on the bill

Read the breakdown in the DEWA app, not just the total. If the housing fee looks wrong — based on a previous higher rent, for example — update your Ejari details with DEWA.

Habits and Home Factors That Move the Bill

Two identical flats in the same building can have very different bills. The biggest factors are thermostat settings, hours at home, and heat gain. Every degree lower adds to running time; around 24 degrees is a commonly recommended balance. West-facing and top-floor flats work their AC harder, as do flats with poor seals. Clogged filters make fan coils inefficient, so a pre-summer service pays for itself.

Daily patterns matter too:

  • Leaving AC on full in empty rooms all day while at work
  • Cooling a whole two-bedroom flat for one person working from home
  • Frequent oven use, tumble drying and long hot showers adding heat and load
  • Guests staying in summer, with extra rooms cooled and extra laundry running

Use timers where fitted, close curtains against afternoon sun, cool only occupied rooms where zoning allows, and service filters regularly. Small changes like raising the setting by one degree when you sleep, or pre-cooling a bedroom instead of cooling it from a very low setting all evening, are easier to keep than strict rules no one follows.

Comparing Chiller-Free With a Chiller Building Fairly

Do not compare rent alone. A chiller-free flat at slightly higher rent can be cheaper overall in summer than a lower-rent flat where you pay district cooling yourself. Ask tenants what they typically pay DEWA in August and January, and check whether chiller-free applies for the full term — occasionally it is a first-year incentive only, and that should be in the contract in writing.

Keep your first three DEWA bills and note your thermostat habits alongside them. DEWA’s app also lets you compare consumption with similar homes and set alerts for unusually high use, which is a useful early warning if a faulty AC unit, a running pump or a houseguest routine is quietly pushing you into a higher slab. Once you see your own winter baseline and summer peak, the pattern stops being a mystery.

Chiller-free is a real saving — it removes an entire separate bill. It just does not remove the cost of running cold air in a hot city, and understanding that difference is the key to a predictable DEWA bill.
