How to Get an Emicool Connection for Your Apartment — A Guide for Students

A student-friendly walkthrough of Emicool registration: documents to prepare, the deposit, activation times and how district cooling bills work.

If you are a student moving into an apartment in a district served by Emicool — areas such as Dubai Investment Park, Motor City, Sports City and parts of Discovery Gardens and JVC’s surrounding developments — your district cooling needs its own account before the air conditioning will run. Emicool is separate from DEWA, so even if your electricity and water are sorted, the cooling will not start until you register, pay the deposit and get the connection activated. The good news is that the process is mostly online and usually quick once your documents are ready.

What Emicool Is and Why You Need a Separate Account

District cooling supplies chilled water to your building from a central plant, and Emicool bills you directly for it. Unlike DEWA, which covers electricity and water for most of Dubai, cooling in Emicool buildings is a standalone utility. Your landlord or agent should be able to confirm whether your building is on Emicool, Empower or another provider — check before you apply, because applying to the wrong provider wastes days. As a student, the account usually has to be in the name on the tenancy contract, so if your parent or sponsor signed the lease, the account may need to sit in their name too.

Documents You Will Need

  • Your tenancy contract and Ejari certificate
  • Emirates ID of the account holder (passport and visa copy if the ID is still being processed)
  • Passport copy with UAE entry stamp or residence visa
  • A copy of the landlord’s title deed or the building/unit details from your contract
  • Your DEWA account or premise number, if the form asks for it
  • A completed Emicool application form or the online registration details

If you are on a student visa sponsored by your university, keep your enrolment letter handy — it occasionally helps if your Emirates ID is delayed at the start of term.

Step by Step: Getting Connected

  1. Confirm your building is served by Emicool by asking your agent, landlord or building management.
  2. Gather the documents above, making sure the tenancy contract name matches the ID you plan to use.
  3. Register on the Emicool website or app, or visit a customer service centre, and submit the application with your unit details.
  4. Pay the security deposit and any connection fee. As a guide, deposits for a small apartment typically run to around AED 2,000, but treat this as an estimate and check the current amount on Emicool’s official portal before paying.
  5. Wait for activation. Once payment clears, Emicool schedules the connection, and cooling is usually live within one to two working days.
  6. Create your online account login so you can view bills, track consumption and pay monthly without visiting an office.

Costs, Bills and Student Budgeting Tips

Emicool bills monthly and usually combines a fixed capacity charge — based on your apartment’s size — with a consumption charge for the cooling you actually use. That fixed charge applies even in winter when the AC barely runs, which surprises many students. As a guide, a studio or one-bedroom might see summer bills of roughly AED 300 to AED 600 a month, with winter bills lower but never zero, because of the capacity component. Always confirm current tariffs on the official Emicool portal, as rates and fees change. To keep bills down, set the thermostat around 24°C, close curtains against afternoon sun, and report weak cooling early — a faulty fan coil unit can quietly inflate your consumption. If you share the apartment, agree how to split the fixed charge before the first bill arrives, not after.

Moving Out and Closing the Account

When your tenancy ends, apply for disconnection and a final bill before you hand back the keys. Emicool will take a final reading, settle the account against your deposit, and refund any balance, typically within a few weeks. Keep your clearance letter — landlords and agents often ask for proof that utilities are closed before releasing a cheque or deposit of their own. If you are only leaving for the summer but keeping the apartment, do not disconnect: reconnection fees and delays at the start of term are worse than a few months of minimum charges.

FAQ

Can a student open an Emicool account without an Emirates ID?
Often yes at the start, using a passport and visa while the ID is processed, but policies vary — check the current requirement on Emicool’s portal or at a service centre.

How long does activation take?
Typically one to two working days after your documents are accepted and the deposit is paid, though peak moving periods in September can take longer.

Why is my bill high even when I barely use the AC?
Part of the bill is a fixed capacity charge based on your unit size, which applies year-round regardless of usage. Consumption charges sit on top of that.
