You join Dubai Public Libraries by registering online through Dubai Culture or in person at any branch with your Emirates ID, paying a small refundable deposit and annual knowledge fee — and one membership then lets you borrow across all eight libraries, from the landmark Mohammed bin Rashid Library to your neighbourhood branch.

Quick facts

  • Run by: Dubai Culture & Arts Authority — Dubai Public Libraries
  • Branches: 8 public libraries including Al Safa, Al Mankhool, Hatta, Al Twar, Umm Suqeim and Hor Al Anz
  • Cost: Refundable deposit plus a small annual fee — typically around AED 75–100 total to start; check dubaiculture.gov.ae for the current fee
  • Time needed: 15 minutes online or at the desk

Step by step: getting your membership

  1. Choose your registration route. Register online via the Dubai Culture website or the Dubai Public Libraries service on DubaiNow with UAE PASS, or walk into any branch and join at the reception desk.
  2. Prepare your Emirates ID. Individual membership is for UAE residents — you will need your Emirates ID details. For a child membership, the parent or guardian registers and links the child’s ID.
  3. Pay the deposit and fee. Membership involves a refundable security deposit and a Knowledge Dirham / Innovation Dirham fee. Pay by card online or at the branch. Keep the receipt — the deposit is refunded when you close the membership in good standing.
  4. Activate and get your card / app access. You will receive your membership details for borrowing at the desk and for the digital library. Ask staff to show you how to search the catalogue and reserve a title.
  5. Borrow your first books. Members can typically borrow several titles at once for a set loan period (commonly up to 5 books for around 28 days — confirm the current limits at your branch, as categories differ for children and reference items).
  6. Set up renewals and reservations. Before you leave, confirm how to renew online or by phone and how holds are notified, so you never pay late fees by accident.

Making the most of the branches

Each library has its own character. Al Safa Library near Al Safa Park is popular for study space and art. Al Mankhool serves Bur Dubai with strong Arabic and English collections. Al Twar and Hor Al Anz are handy for Deira-side residents, while Umm Suqeim suits Jumeirah families. Hatta Library is a genuine asset if you live out that way. Separately, the Mohammed bin Rashid Library by the Creek at Al Jaddaf is a huge public library with exhibitions and reading halls — visiting is free, and it runs its own reader services, so check its site for borrowing rules.

Beyond books, branches offer free Wi-Fi, study desks, computers, children’s sections with storytelling sessions, and regular workshops, author talks and school-holiday programmes run by Dubai Culture. The digital side matters too: your membership opens e-books, audiobooks and databases you can use from home — perfect for exam revision and language learning.

Costs in AED

Membership is deliberately cheap compared with buying books in Dubai. Expect a refundable deposit (commonly around AED 150 for adults in some categories, with lower tiers for children and students historically) plus government knowledge and innovation fees of AED 10 each and a modest card fee — typically around AED 75–200 to get started depending on category; check the Dubai Culture fee schedule for the current fee before you go. Renewal is annual and small. Late returns may incur daily fines, and lost books are charged at replacement cost — set a phone reminder two days before the due date.

Rules and common mistakes

Mistake one: assuming you can borrow on a visit visa. Standard membership needs residency and an Emirates ID; visitors can still use reading rooms and attend many events for free. Mistake two: ignoring the children’s membership — it is far cheaper than buying early readers your child outgrows in months. Mistake three: never reserving. Popular exam guides and new fiction move fast; a free reservation beats buying. Mistake four: forgetting that reference and heritage collections are for in-library use only. Finally, treat the quiet floors seriously — phone calls outside, please; staff do enforce it.

FAQ

Can I use any branch with one membership?

Yes. Your Dubai Public Libraries membership works across the branch network — you can borrow at one branch and, in most cases, return at another. Confirm returns policy at the desk, as some special items must go back to the lending branch.

What can I borrow and for how long?

Members typically borrow up to 5 items at a time for about 28 days, with renewals if no one else has reserved the title. Exact limits vary by membership category and item type — check your account after joining.

Is the Mohammed bin Rashid Library part of the same membership?

It is a separate flagship institution with free entry and its own services. Visit it freely for reading and exhibitions, and ask there about its reader card — keep your Dubai Public Libraries membership for neighbourhood borrowing.
