Changing the Mobile Number Linked to Your Emirates ID and UAE PASS

By DXB TALK ·

Your mobile number registered with ICP, the Federal Authority for Identity, Citizenship, Customs and Port Security, sits behind a surprising amount of daily life in Dubai. It receives the one-time passwords for government services, supports your UAE PASS sign-in and is often the number your bank checks against its own records. Change your SIM or lose your phone, and that old number can lock you out at the worst moment. Here is how to update it properly.

Why Your ICP Mobile Number Matters So Much

When you first registered for your Emirates ID, a mobile number was stored against your identity file. Government platforms use it to send OTP codes confirming it really is you. UAE PASS, the UAE’s national digital identity, is closely tied to the same identity record, so a mismatch between the number on your phone today and the number ICP holds can interrupt UAE PASS registration, recovery or verification.

Banks add a second layer. Many UAE banks compare the number you give them with official identity records, and use it for transaction alerts and verification. If ICP, your bank and UAE PASS each hold a different number, you get a tangle of failed OTPs and security checks. Keeping one consistent, active number across all three avoids most problems.

Before You Start: Get Your Details in Order

The update is much easier if the new SIM is already in your own name. In the UAE, mobile numbers must be registered against an Emirates ID, so a SIM in a friend’s or employer’s name can cause verification to fail. Register the new line with e& or du in your own name first.

It also helps to have the following ready:

  • Your Emirates ID card and its full ID number
  • The new phone, with the new SIM active and able to receive SMS
  • Access to UAE PASS, if you already use it
  • Your passport and residence visa details, in case a service centre asks

The Main Ways to Update Your Number

ICP provides an update service for the mobile number linked to your identity file, through its website at icp.gov.ae and its mobile app. Sign in, look for the service that updates personal details or the registered mobile number, enter the new number and complete the OTP verification sent to it. Confirm the current fee on the site before paying, as update and service charges are typically modest but do change over time.

If online verification fails, ICP customer happiness centres can update the number after checking your identity in person, and many residents use an accredited typing centre in Dubai for help with the form and submission, for a small service fee on top of any government charge. Whichever route you use, keep the receipt and reference number.

After ICP: Fix UAE PASS and Your Bank

Updating ICP is step one, not the whole job. Next, open UAE PASS and check the mobile number in your profile. If it still shows the old number, follow the app’s process to change or re-verify it with the new SIM, because UAE PASS is your key to DubaiNow and hundreds of other services. Test it by signing in to a service you use often.

Then update your bank separately: a change at ICP does not automatically rewrite its records, so use the bank’s app, branch or call centre to register the new number. Do the same for your mobile provider, insurer and employer’s HR system, rather than discovering a stale number months later during an urgent payment.

If an OTP Still Does Not Arrive

First, work through the basics: confirm the SIM has signal, check that spam blocking is not hiding messages, restart the phone and make sure you enter the number in the format the form expects. Also allow a little time after an ICP update, as changes can take a while to flow through to linked systems.

If the problem persists, the safest fix is an in-person visit to an ICP centre or a trusted typing centre, where staff can see exactly which number is attached to your file. Never share an OTP with anyone who calls claiming to be from ICP, a bank or UAE PASS; officials do not ask for those codes. Once the right number is registered everywhere, your digital life in Dubai becomes noticeably smoother.
