It is one of the most common questions Pakistanis ask before travelling: can I just land in Dubai and get a visa on arrival? The clear answer is no. Pakistan is not on the UAE’s visa-on-arrival list, and arriving without a pre-approved visa will mean denied boarding or denied entry.
The facts:
- Pakistani citizens must obtain a visa in advance, before travelling to the UAE.
- You apply through an airline, a licensed travel agent, a UAE-based sponsor, or β if eligible β through the jobseeker visa route.
- Since visit visas resumed from 1 August 2026 for ordinary Pakistani passport holders, applications have mainly been processed through registered travel agents.
- There is no visa-on-arrival counter for Pakistani ordinary passport holders at Dubai, Abu Dhabi, or Sharjah airports.
What happens if you arrive without a visa:
- Airlines will usually deny you boarding in Pakistan itself, because they are fined for carrying passengers without valid entry documents.
- If you somehow reach the UAE without a visa, immigration will deny you entry and you will be returned on the next available flight β at your cost, and with a record that harms future applications.
Who DOES get visa on arrival in the UAE:
- Citizens of certain countries β including many Western, GCC, and some Asian nationalities β can enter visa-free or get a visa on arrival.
- Pakistan is not among them, and this has not changed in 2026 despite the resumption of visit visas through agents.
- Only diplomatic and official Pakistani passport holders face fewer hurdles in general β but even they must follow proper procedures.
What to do instead:
- Apply well in advance. Advisors suggest planning at least 8 weeks ahead for UAE travel approvals in the current stricter environment, even though standard processing is often just a few working days.
- Use a registered agent, your airline, or a UAE sponsor β the accepted channels for Pakistanis.
- Prepare the full file: passport valid 6+ months, return ticket, hotel or host details, genuine bank statement.
- Remember the 3000 Dirham Rule: carry at least 3,000 AED or equivalent in cash or credit limit for the airport sustenance check, even after your visa is approved.
Special cases:
- Transit passengers: if you are only changing planes inside the airport without exiting, you generally do not need a visa β but confirm with your airline, because 48-hour and 96-hour transit visas for Pakistanis have been suspended and rules vary by route.
- Jobseekers: if you meet the eligibility criteria, the jobseeker visa is a proper pre-approved route for coming to search for work. It is not a visa on arrival β you must obtain it before travelling.
- Seamen, airline crew, and special categories have their own procedures through their employers.
Bottom line: for Pakistanis, every UAE trip starts with a visa approved before departure. No exceptions at the airport counter. Apply early, apply properly, and travel with confidence.
